Being somewhat down in the South and traveling along modest elevations, the TT is a three-season trail. You could also try a thru-hike in November, perhaps even early December if you can tolerate cold and occasional sticky snowstorms. Spring is certainly the best time to be on the Tuscarora Trail, with an amazing array of wildflowers to keep your eyes busy. Because a deep snowpack does not last long here, some years you can start hiking on the TT as soon as March. Heat and humidity rule in the valleys and gaps from May to August, but some nice steady breezes on the ridgelines will help keep you cool.
